Rockwell Application Code Manager - Create your own Libraries?

So I have ACM and I was wanting to use it to manage reusable portions of my programs, but unless I am missing something libraries have to be in .HSL4 format. Did I just waste a bunch of money on this thing, or can I create my own libraries?
