Check the SysSocket library
FUNCTION SysSockSetIPAddress : RTS_IEC_RESULT
Set IP address of the specified ethernet device. Is not available on all platforms!
Use SysSockSetIpAddressAndNetMask() instead.
It seems that it's working only on Windows but still could be a start.
