Converting Pulses to Analogue in a PLC

Hey guys i have a flowmeter sending me pulses at a rate of 1 pulse per 10/litres and it is being sent via radio to my scada system. I want to create a live analogue value using the pulse value that i am recieving. I know it will not be extrmemly accurate but will give an idea of the flow.

Anybody have any hints or ideas?
 
Using Steves method, of measuring time between pulses .


Use the fastest time rate that your PLC has, and condition the timer reset with a one shot, so the timer runs almost continuously.
In my case I believe I get within 1% accuracy,
Fluctuations are barely noticeable in my case.
