i updated ver 11 with ver 12. there is a folder with many folders that contain patches. how do I apply these patches? and how do I know which ones do I need?

Typically for the roll-up patches, there is an executable that installs all of them, rather than going into each patch directory.

There is no patch for making v5 runtimes, they removed this ability. This is why we have stuck to v10. In v13, they are removing v6 runtime support.

Edit: If those patches came bundled with your download of v12, they may have already installed when you installed v12.
