FIFO Instruction

I am working on a new project in an injectionmolding facility to control the material distribution system. I am looking for an instruction\ example that can monitor 16 inputs ( material call signal) and throw the appropriate output in a first come first out basis. For example press 1 is loading at the same time press 2 calls for material then a second later press 5 calls for material. I need press 1 to finish loading then throw an outputfor press 2 to start will keeping press 5 in que to be next in line after press 2 in done. I was hoping for something simple like anFFL instruction?
