If by connections you mean tags (data points) then PeakHMI can handle 2000 tags.

2000 tags in HMI (RSVIEW for example).
need to connect to OPC-XML Server.
now, the HMI's OPC client can't connect directly to OPC-XML Server. that why i need the gateway.
i tried XGate/XCom but it doesnt work...

As far as I know, OPC-XML is less performant than OPC-DA.
Most HMI's support OPC-DA, RSView does for sure.
THe Kassl gateway looks interesting, but it looks as the limit is 130 reads or writes per second. See this benchmark:

I am certain the OPC-DA can do lot more than that. Not sure what is the limit though.

How fast do you want to poll? I have an HMI in service with 29,000 active tags with a 1 second poll rate.

OPC-XML Server.

No need for DCOM configuration for the client and provides opc web services as well.
faster Poll rate isn't important. can be even more than a minute.

You dont really say much what the whole thing is about.
Maybe you need to "bridge" or "tunnel" or "aggregate" OPC Data. That be OPC DA or OPC XML.
There are several vendors that will do this for you with OPC DA and without having to configure DCOM.

I am interested in how you will crack this nut.
If someone has written a spec for you to follow, then that someone should also describe how you shall achieve the required functionality.
I am guessing that it is simply not possible.
