I know some of the new panels put out do not have the VNC capability.

Somehow I doubt that's at issue here:

Whereas the model i have; 2711p-rp6, is a PVP only. Not the PVP6.

I believe I have done this exact process before. Follow this tech note to install the VNC server. There are downloads inside of the tech note.
