To delete, you have to delete from the bottom up. Delete the routines first. Then once all routines are deleted you can delete the program. Delete all programs and you can delete the task. It is not necessary to delete Program Tags. They will be deleted with the program.

Before you can delete a program it must be moved to the "Unscheduled Programs" folder. You can drag and drop it from it's current location.

Deleting can be done with a right-click.

And to delete add-on-instructions or UDTs, you need to first delete all instances declared that are of the AOI / UDT type you want to delete.
