I have a TIA portal project with an HMI connected to the PLC in that project.

Is there a way to setup a connection to another 1500 PLC that is not in the project?

You use a device proxy. Look up Inter Project Engineering (IPE) in the help. Essentially, it creates an export file of all the 1500 information that the other project can connect to.

Alternately, you can use the S7-300 driver, with non-optimized DBs.
