Siemens Starter PID controller : limitation always active

I'm trying to program the PID function of a G120 drive using Starter.
The PID output looks good but the "limitation active" LED is always on resulting in an output of 0% regardless of desired setpoint.
When I click on the Limitation box, both Upper and lower limits are active.
The upper limit is set to r1084 which is 1800rpm.
The lower limit is set to r1087 which is -1800rpm.

Why are BOTH the limits always active? (How is that even possible???)
