Strange behaviour of Analog Input Module - Siemens S7-300.

Can you reduce the milli-amp signal ( day to about 12 mAmp ) and see it it falls into range ( less than 27648 )
IF the input is 32000 and more it means you got in excess of 20 mAmp

Power supply and ground connections.

The above is the wiring diagram...I have found the below readings:

V(L+,M) = 24.5V
V(E,M) = 13.8mV

I am sure with my measurement.

Yes I have done that way and found not compatible within the 0 to 27648.
