Upgraded PME5 to PME9

I just upgraded from proficy Machine Edition series 90-30 to PACSystem RX3i CPU IC695CPE305, after validating and downloading to the PLC, all output modules didn’t come up.
I’ve checked Rack DIP switch and other Necessary things.
Please help - any ideas on what to check again?

I thought (I could be mistaken, but pretty sure) that you needed to change the Local Rack also.
Modules and other racks OK.

The whole output modules wasn’t showing no signals.
But now okay.
I had to re-download the program and started the modification again.
I guess the program was tampered with along the line.
