WinCC Diagnose Log "Networkerror"

In my WinCC Diagnose log,

"RedundancyAgent,Outage detected reason 'NetworkError' ", this statement always logged in my WinCC server

I think it is a common problem in WinCC redundancy system.
What does this "Networkerror" means?
How can I solve it?
