WinCC Install Problem

Can anyone help me with this error
I have tryed multiple things as removing all siemens software
and installing it again. Still not fixed, i am almost thinking
it has something to do with windows blocking something. I have also tried disabling my firewall. the word doc shows the error. Any help would be great thanks.
