but since it has come up as a "want", i would say that they "need" it, because it is a problem they have to overcome.
leave it to the bean counters, when they come back and state that they categorically need to know the hydraulic cylinder has moved, because that is what is costing them down-time, then tell them how much it will cost to determine this absolutely...
