The run light being off usually means the PLC is in "Stop mode" due to faults.
Yo will have to connect LM90 (or Machine Edition if you have converted the logic) to the
PLC and see what faults (CPU and IO Faults) caused the plc to go into stop mode. If you clear the faults in both tables and put the plc back into "Run Mode". Then see if it faults again.
By the way..it is common to see some faults regarding Ethernet communications.
I also noticed the Ethernet light is off. The Ethernet communications could be faulted.
You will see a small hole next to "Ethernet Restart" on the 364.
There is a small button inside this hole. Use a pin to push and release the button.
This should reset the Ethernet communications.
Not to scare you....but GE had issues with the 364CPU and a lot of them had poor life spans. You can still get pretty good deals on the 364CPU on Ebay.
There are 2 better 90-30 CPUs with Ethernet also available (372CPU and a 374CPU), but you will need Machine Edition software to use these. They are "Web Enabled", so it is easy to monitor the condition of the CPU, including fault tables.
Prices are jacked up because the 90-30 is obsolete.
I would advise upgrading to Machine Edition software....LM90 will not work with Windows 7.
It is VERY easy to upgrade the LM90 logic to Machine Edition.
Also....if you still want the SNP programming cable.....
Here is a link to an SNP programming cable for 90-30..
It is a little more expensive than others you can find but I like it best.
It is fully molded and has lights showing communications and a nice 12' long cable.

Here is a cheaper one on ebay than from ASE:
