A triac output with no load will have voltage present at the terminal even with it off. This is due to the slight leakage current. When a load is connected to the terminal correctly then the voltage will drop to near zero. If the Nastybitofcode has 118V at the terminal with a solenoid connected then something is not wired right. Removing the neutral from the coil would cause that. Perhaps the neutral hooked to the coil is not at the same potential as the neutral in the PLC cabinet. If there is a high resistance return path to the PLC panel neutral then a high voltage would be sensed by a meter at the terminal with the output off.
