Controller that operates below zero celsius

Can you guys name me a couple of controllers that operate to about -20 Celsius?
I need one to work in outside conditions for the entire year!

which one would you recommend?

An insulated panel with a panel heater can be a good choice to keep any controller running through the cold winter months.
 
That would work, but i need a guarantee that it will work at any time, even if power goes out for a day and the controller gets to below zero temperatures, like for example in a car. It has to start up without any problems once power comes back and is not yet heated enough!
 
For what it is worth, take a look at Schneider Twido Extreme.

I never used them but the specs may meet you needs. Operation spec from -40C to 110C. It looks like it is made for heavy machinery / construction vehicle use so I do not know if it will work on your app. No idea how much this costs either.

I think one of the other EEs here was looking to use a small micro GE Fanuc once that supposedly had the op. specs down to -20C. I don't know what model # but it might be worth a look at their site.
