I changed the language from UK English to US and the library is now perfect as can be seen below. One of the strangest bugs I've ever come across but at least I can feel my hair growing back! I was beginning to second guess everything. I'm substantially less confident in the software package now after this but thank you all for your help. I never in a million years would have figured that out

yeah it is definitely one of the weirdest bugs I have ever come across it's the same character set yet for some reason it sees it as a foreign language

Not a bug. See https://rockwellautomation.custhelp.com/app/answers/detail/a_id/780116. It doesn't include language data for every language obviously.

I fail to see what data is needed in an English to English translation, if that's not a bug then we are definitely speaking a different language. Anyway thanks again for your help!

This seems to be the case, courtesy of Rockwell Automation...

I suspect it might have something to do with colour vs color, gray vs grey, centre vs center etc...
