Saw two technotes, one being 44956, says:
Running Adware and/or Spybot can break RSView Studio from starting.You can resolve the issue by following this procedure

Go to Control Panel's Add or Remove programs
Select FactoryTalk Automation Platform
Select "Click here for support information" Click Repair
Select RSView Machine Edition
Select "Click here for support information" Click Repair
Select RSLinx Enterprise
Select "Click here for support information" Click Repair

Two, technote 36425, says:
Problem: Installed RSView Studio ME. Error message is received on launch. ME desktop appears but menus are not accessible.
Cause: Missing/corrupt or wrong version system library files.
Verify: N/A
Cure: Install Visual Basic 6.0 Service Pack 5: vbrun60sp5.exe. Access http://support.microsoft.com and search on the service pack file. Download it and run it to install.
