Panelview Plus FTP User Authentication Fail After Restart

I have a Panelview Plus 7 recording data for a customer, who uses FTP to collect the data.
Currently it is setup to allow "anonymous" login for the FTP server.
The customer now wants to use a user and password.
This works fine until the HMI is rebooted.
Then none of the user/passwords will work for the FTP.
Any suggestions?
 
The RA Knowledgebase suggests that was a bug in the firmware for certain PV+ terminals between v8.2 and v10.
