T are is simatic timer area.

A T21;

Checks T21's state. If its triggered, RLO is True. So

A T21;
= Q4.0;

Would assing output Q4.0 ON, when T21 is triggered. You need to look from help for different types of timers and how they behave. There is also examples in there.
