simple stepper motor HMI

I have a project that I plan on using a stepper motor on and I have never used a stepper motor before but familiar with other automation and plcs. This is a lower budget project. I need to spin something at about 2/rps anywhere from 6 to 15 revolution. The speed will never change and the number of revolutions only occasionaly. do I need a driver / indexer with a 2 place BCD thumbwheel? whats the simplest way to control this simple machine.
