What obvious thing am I missing here? I need to run a short script on power up. I can handshake with the PLC to make it happen but how to make it happen without the PLC?

Click on Pages and go to the Global Tab and use On Startup. This will be better and more reliable than trying to use on Power Up and I doubt you will notice the difference.
