The instruction is the transition from low to high or high to low.
A single pulse for the instruction for the following rung on transition.

Check from settings that option:
"Single scan edge detection for EBOOL" is chcked.
(Project setting -> Program - > Languages -> LD)
Function block editor have r_trig and trigger function blocks.
