Does anyone remember what the jumper is for on a 1771-mj eeprom for a plc2/16 ?

Had to deal with the proc. losing its prog. but it had an eeprom.
The backplane switches were correct to transfer from eeprom upon bad prog. in ram. But that was empty. So when the prog in ram got corrupt it loaded from eeprom but that had no prog.

I did get it all sorted out but that jumper has me curious.

Here's a blurb from the manual...

"Inserting the jumper allows you to program the
EEPROM module, removing the jumper guards against changes after you
have programmed the EEPROM module
"
