Fan or not

We are wondering whether we need to put a fan on one of our control panels. The panel has a 24V, 4A power supply that powers a Siemens PLC - 224XP (.25A) and a EZ automation touch screen 8" TFT screen (1.5A).

The control box we plan to use is 12 x 10 inches with angled base increasing from 3 inches in height to 9 inches. Is there a specific guideline with how much heat is dissipated per inch based on amps? Any help would be greatly appreciated..
