"Activation file may be in use"

Does anybody know what is that: “Activation file may be in use, disk may be write protected or sharing service may be missing”? This message pops up when I am trying to move RS license from/to drive C: and doesn’t allow to move.

It happened a couple months ago. Is it our IT guys or Rockwell screw-up? I have recently installed Factory activation tool.
