Has anyone configured this interface directly with an ethernet cable before? I have tried this from its manual, but it seems not to work.

As far as I remember, you cannot set up this module with a static or crossover Cat5 cable.
You need to use a serial cable, and use the ENI-Configuration Utility.
It is there that you configure the IP of the device.

If you have a series D or newer NET-ENI module, you can configure via ethernet if you use the com port re-director utility.
