wincc flexible with allen bradly micrologix 1400

What do you want to know ?
With "SCADA" I guess you mean WinCC Flexible PC RT. If so you need an RS232 COM port on the PC.
If you mean a panel such as OP277, you must use the IF1B port with RS422. You need a converter to convert to RS232 for the ML1400.
