Factorytalk view studio ME messaging file error

I am trying to make changes to a HMI Program that is working correctly, but after I upload the Program, make my changes (creating a new screen nothing to do with the message file) and try to create a runtime.

I get an error saying it is unable to compile the message file into the .mer.

If i press yes and create it and download to the HMI. The HMI does not display the current fault. It says there is an error.

In factory talk whenever I double click on the messaging file I get an error that says "Unable to set process session user"

Has anyone run into this issue before?
