1756-CNB: Service Request Error: Invalid mode/state for service request

Good day and Merry Christmas Eve.

The title's error has been dogging me for roughly a month and today I finally figured out what the issue was.

Background:
-Communicating between two Controllogix L63 controllers through ControlNet (1756-CNB).

Issue:
-When I add the remote rack 1756-CNB to the IO Configuration, a yellow triangle appeared with "Service Request Error: Invalid mode/state for service request". Which prevented me from generating Produced/Consumed tags between the two controllers.

What I tried:
-Multiple scheduling, downloading, deleting, swapping modules, etc etc.
-Searching through "1756-PM014L-EN-P" manual.
-Multiple forum searches.

What worked:
-When creating the remote 1756-CNB module, under the General tab, it asks for Comm Format. Select "None". I was selecting "Rack Optimization".

Why this worked:
-At this point, I do not know. Maybe you can't optimize another rack that has a controller in it? Any one with an alternative reason, feel free to post. Otherwise this is resolved.
