4-wire isolated to 3-wire non-solated 4-20 mA

I know you said you had configured the input to 4-20mA, are you certain? Did you download the configuration? To me it feels like you are seeing a connection problem when it may be something else. Have spent hours banging my head against a brick wall just to find that it was the wrong brick wall all along.

It appears that the Balluff module is not directly compatible.

Yes, that one would work. I've encountered a few instruments over the years that required an isolation transmitter for connection to a PLC analog input.

Sounds like you need an isolation transmitter then.

Does the analog input work with a test signal as well?

We can simulate into the input port. I think we are going to need an isolator as well and break out the M12 cable in an enclosure.
