Allen-Bradley Programming: How does Tag Scope affect Alarm Instructions?

I'm looking for someone who is more experienced than to bail me out of this mental thought experiment.

I am moving away from programmed alarming and into the included ALMA and ALMD instructions. I am also a fan of keeping the tag browser organized.

In a real-world environment, how would scoping the alarm tag at the program level affect the use, versus Controller scoped?

I would prefer to keep things organized for sanity purposes, especially as alarms can get pretty complicated.
