Cant change pid values

Cross-reference the tag you are trying to change the value of, and look for anything with a "Y" in the "Destructive column of the cross-reference. If there is, then some other code is writing to the tag.
If there isn't a "Y", then the tag could be being written to by a HMI, SCADA, or another controller.
