Compactlogix L23E ethernet comm issues. Help!

Thats my thinking.
But to be fair you can't blame windows if this turns out to be the fix. APIPA was intended to help people who had no means of DHCP in their ad-hoc network so it would be a very unusual condition to have a static IP in that range.
