Flying Shear application with rotary knife

Hi..
I have flying shear application using rotary knife. The line speed is 100 FPM and rotary knife using Vector motor with Inverter for speed control. I use 2000 PPR encoder to measure material length. If material length reached setpoint then knife motor will on to move knife edge to match up the target. After cutting process, knife edge will back to home position. I used PLC-5 as master speed ref.
I need the sample program or ideas on how to setup the knife speed to macth up the Target.

Rockwell has some Flying shear sample applications on their website. Sorry, I don't have the link. I remember seeing them though in the past.
 
The flying shears I have come across are implemented in a motion controller (Baldor for example), the plc controls line speed and repeat length/flying shear parameters.
