FT 5.0 MER is protected in panelview HELP

Hello,

There is a panel view 1000 that is version 5.0. It has a MER file that I have tried to upload but the file is protected. :eek: Is there a way around this? I know an apa would work but I do not believe that the plant has it.

Any help would be appreciated.
