FTV me Unable to load application on my 2nd PC

My laptop:
Windows 7 Pro
Factorytalk View ME 10.00.00.290 (CPR9 SR10) patch 03.
I load a runtime application version 10.00.0 and work just fine.


My Mini-PC:
Windows 10 Pro
Factorytalk View ME 10.00.00.290 (CPR9 SR10) patch 03.
I try to load the same runtime application version 10.00.0 and i get
(UNABLE TO LOAD THIS APPLICATION)

both run on my admin account and run on admin.

I'm trying to figure why im getting this error on my mini-pc and not on my laptop. Any idea ?
