how to make an LED flickering.

can anybody help me, i need a plc coding to make my LED flickering. i try diong it by using timer but it didnt work. pls..i need to submit my projek this evening.

the situation is.. i have 2 LED. I want the RED LED to flickering before it change to GREEN LED.
