how to write code to s7 200 by using v.b

hi ,
i would like to know how to use the free port in s7 200
to force inputs and outputs or to turn the plc ON or OFF by using v.b or any other kind of programming , can it be v.b 6.0 ?

i want to learn how to
force the inputs / outputs / or even change the values in data block
without turning the plc off
what kind of programming i should familiarize my self with to be able to do that
