Why do you think you need Logicmaster? In order to communicate with a PLC you will need to run Logicmaster under a 32-bit OS. The serial communications driver does not work under a 64-bit OS.
Machine Edition can upload the program from the PLC even if it was originally created with Logicmaster. If you have a copy of the program file you can import it into a Machine Edition project.
