NEC question - Does a hardwired 120 VAC machine need a local LO Device?

Does a hardwired 120 VAC machine need a local disconnect and lock out device? I was always under the impression that it did, but a plant controls engineer at a install I was on told me it didn't.

I was thinking that if it had a plug it did not, but hardwired yes.

Thoughts? References?

NEC Mostly but Also interested in UL as well.
 
NFPA 79 states that each “power supply circuit”, (does not specify voltage) have a disconnect within the enclosure or directly adjacent. Unless supplied by plug and socket, so my interpretation is yes you need a disconnect.
