Output coder have ton timer with 250ms delay for adding. Input coder adds every scan if understanded code right.

I don't think so: Rung 10; I think it only increments the index if

• EITHER there is a new non-zero character on the wires,
• OR a 350ms (now 265ms) timer expires with the same character on the wires.

So they are essentially using all the bits as ORed CLKs, or a timer.
