PanelBuilder32 convert to RSViewME

I am trying to convert a panelbuilder32 .pba application to a RSViewME 3.0 application. When it is compiling the program, a window pops up with the message "Failed to Open Project XXX.pba"

Anyone ever seen this before or know how to solve it?
