panelview plus firmware wizard

after installing panelview plus firmware upgrade 5.1 the wizard won't launch giving an error 'rsdbgutils.dll not found'.

reloading program doesn't provide it. my other laptop doesn't have it but the wizard launches.

anybody else have this problem?
