pls help me on siemens ProTool software

I was new on siemens Protool software. so may i ask a stupid Q?
its that necessary to have a plc program first, before write the program on Protool software?

It's not necessary , but extremely advisable - Protool will share the tag database if you wish , and I wonder how you can design the screen before you have designed the software ? If you do things the other way round , your tags will not end up in a logical order , jumping around all over the place.
