Safety PLC used for fire and normal operation in tunnel

Dear,

I am using a Fail-safe PLC for fire and normal operation in tunnel,
I want to check how the algorithm will be best done.

For checking the condition of fire, is it required to check this condition before each PLC instruction? What is common practice to ensure that upon fire detection, the PLC will stop its algorithm for automatic mode for normal operation and start the algorithm for fire mode.
