Servo drive torque problem.

Hello everyone. I am using Toshiba VLASX-025P2-HXB drive, and 750W 3000 rpm motor with 1:15 gear for position control a rotating system. But motor rotates it hardly between 50-250 rpm speed even i can stop it by hand. If i increase speed it stops rotating.Torque is insufficient. load also is not too much.
I can not find any torque or pid parameter in drive menu. What do you suggest? Thanks for your answers in advance.
