I don't have any knowledge of Delta or Vipa HMIs, but there are two main ways of getting data out of an S7-1200.
1) Best method: Use S7 communication. There is a newer (more secure) version of the protocol for the new CPUs (1200/1500), but it still supports the older version. If the panel supports communication to a 300, you can get data out of a 1200. If you want data from a DB you need to make it NOT optimized (optimized is default), and I think you need to enable Put/Get communication in the HW config.
2) Backup method: Use Modbus TCP. The 1200 has blocks to act as either a Modbus server or a Modbus Client.
